CSV Import for Custom Services on a Project

Desired Capability: As a user, I would like the ability to import a csv on a project to build out custom services
Goal: Sometimes, we have the need to import a bunch of custom services on a project - not just in settings.

This would help when you need to import a list of services from another vendor not using ScopeStack.
