Group services together by a User Defined Field

Desired Capability: Group services together by a User Defined Field
Goal: I have some services that I need to display in a Time and Materials pricing table and some as Fixed Fee. I want a phases_with_tasks type way to display my services together, grouped by a project variable selection, so I can only show my table header if at least one service is present in my project with that grouping type.
