Desired Capability: Be able to exclude LOBs from governance
Goal: I want a governance item to apply to all Lines of Business other than a single Line of Business. I want to be able to say, "Use this governance item on every LOB except this one," or I could select multiple specific LOBs to which a governance item could be applied/excluded.
