Delete Archived Projects

We have SEs that will create two different scoping models for a customer - two different options. If one goes ahead and gets approved, the other one will be archived. When we train users, we will archive projects and those also stay there forever.
So as an admin, it would be helpful to be able to delete archived projects permanently.
