Role permissions for submitting an Approval request

I'd like the ability to grant permission to submit an Approval request. The native approval workflow in ScopeStack doesn't meet our needs so we have an approval workflow in our ticketing system.
When someone submits an approval, it prevents others from making edits until the approval is cancelled. I'd like granular control over this ability by role.

The approval workflow process isn't granular enough for our needs so we handle the approvals outside of ScopeStack. When someone submits the project for approval, it locks editing until the project is approved or denied.

I would like the ability to set permissions by role on who can submit a project for approval, we have some folks that need to review the project but we only want the approval submitted by a specific group at the end of the review process.
