Create a Stage before Building for Qualifying

It would be helpful to have a stage prior to building in ScopeStack for projects that are estimates. We would use this stage for Initial Quotes and then move to building when more detail needs to get added and engineering involvement is required.

It would also be helpful to include date the project entered a specific stage for better reporting.
