Allow Notes to be added to Approved project without having to rescope and re-approve

When a project is approved, you are no longer allowed to make edits without rescoping.
This also prevents adding notes to a project, even though notes are just additional information and not a change to the scope.
We may need to add additional information to the project via notes (using the API) to add reference information but this isn't possible without rescoping the project.

Once a project is approved, there are elements like pricing, services descriptions, etc. that are part of the scope that shouldn't be changed, but you should allow notes and other custom fields to be edited without rescoping and approval process for those information changes to the project.
