Reject "Pending" updates without retiring or impacting the existing Service

When suggesting ("Submit to Settings") updates to a Standard Service, the current options are either "Archive" (which archives the entire Standard Service which is never a good choice) or accept the updated version. And the proposed version is a combination of the original and the updated version.

It would be great to be able if:
1. The "Pending" version is only based on the actually submitted version for the specific project
2. One can reject the update(s) and keep the current service unchanged
3. One can decide to create a new Service and not update the existing one.
